A letter to our great Governor!

A letter to our Great Governor:

A Nine-Point Plan to rebuild our Golden State Economy!

As a nationwide economy was going into recession since last 3 years, California itself has not been left out of its crisis. California is one of the largest population States in the nation with over 38 million and would reach up 50 million in the next decade. California is the eight largest economies in the World. It is the largest U.S State of population and is one of the third-highest jobless rates in the nation, in the past years. We are facing with many critical problems right now. From State Budget deficit, less tax revenue, high rate of unemployment to higher energy prices, which directly translates to a lower standard of living, also affect to all businesses with the overhead expenses. Beginning 1996s, California has been losing its control in energy, and has a shortage of electricity during 2000-2001. Home foreclosure was a big collapsing in California, just a comparing in 2006 and 2007 over 400 percent increasing, it reaches over 1.5 million homes be forced in foreclosure in the last 3 years, from 2008-2010. American family living standard has been declining so it was sending more families into extremely poverty. The most serious problems that American homeowners have losing gradually its home equity and their saving account have also been nearly exhausted. Either to rescues our national crisis economy system and California itself, we all must carry out this 9-point plan seriously and strictly. We could not sit idle, to leave our State in the bad situation but act quickly and smartly. I carefully present this plan and call upon you to study and to realize it. We are all sure California will come back the stronger and the prosperity under your leadership. We have all profuse resources and the ability from manpower with high skilled forces, technologies, great nature climate, rich land and capacity. Although we have lost million manufacturing jobs in the past years but we should look for the bright future and create a new environment, new industries not only for our better living but working place. Investment in clean energies to high speed rail systems to high technologies, biotech, and infrastructures… We already could rebuild Golden State by creating million new jobs in many years to come in these industries. We also should reform out-dated regulations, education and health care systems; restructure our State government as well.

At currently California State is facing worst unemployment crisis, over 2.1 million hard working Americans without job, reaching at 11.8 percent, the highest level in more than 30 years. This is an alert, the State priority to open wider, new industries, make attraction new investments to California so you could create jobs and make California comeback to work. When we can produce working manpower resources and reducing jobless rate to 4.5 percents at normally, then we can be benefited from income tax revenue and balance the State budget deficit. The California has to make itself as a better environment for living, stable for jobs and businesses as wells. Once you make it happens, you surely can see the light at the end of the tunnel that means a lot more people will prefer to come here and do business here. We must need not only public sector but private sector. This will be a promised land for all new investors with diverse enterprises. During 1848s to 1855 people traveled to California for Gold Rush movement from over everywhere. Today, we make an announcement to all people on the World, we are not only Golden State with Gold Rush but we have resources more valuable than gold. Every Californian should be proud and take a responsibility to rebuild the State, contribute your wide-knowledge, education, inventions and energy to the lovely State. State authorities also got to realize their leadership to face and fix the real problems. This is a must to do. Not only Americans but Californians are proud of its independent, hard working; working valuation therefore we could not afford to lose it except we are out of patient and reason. To take the prosperity to each single hard work family back, we must create good paid-jobs, high-technology jobs equivalent with their own high skills and education. We have already spent billions of billions dollar of each year budget to provide high education, training, opening new schools to own fellow young Americans. We produce so many PhD, MBA; engineers each year from all over our educational systems but we leave the most important economical key in which we have not created enough good jobs for those graduates. Could you image if you invest ten and ten thousand of dollars for your children education and career but he/she could only find a less skilled job after their completed school. Beside, many students have to borrow a hundred thousand dollars to pay for their doctor programs from loan and institution fees. Absolutely, we lost this huge investment. This was a so regret and concerned issue, it was also not easy to solve but we could not either leave it alone, but act.

We have completed many great results in the past decades from chemistry, biology to technology and science… We have also been inherited a temperature climate, good weather, skilled workforces. We are once one of richest States in the nation, an innovative one but we now have a deeply in financial crisis, job problem and budget deficit, up 20 billion annually. To create a new life to California’s politic and economy; we need to apply a political system and economic system with a clear, reasonable and efficient regulatory system where every people can find a common law to live and to contribute. We should not have an environment where people gradually to move out of the State to seek a new land for their family and businesses. Why it is not here at their first choice? Remembering the economic environment has been changing over time, we must realize to be in a competitive position. We should be a first pick in their mind to make a decision, the State competitive with neighboring States for a better living standard. We need a determined and responsible State Government who can lead us and carry this 9-point plan in an effective, efficient way to build a new California. At this time, we all know this is a big and difficult effort, but we should not afford to leave it aside. We have a choice to chose, to take a leadership role in driving our national economy system out of critical time. Time will be not waiting for us, each hour and each day was elapsed we will face a big lost to our generations.

1. Corporation tax reform and Welcome Packages: The corporate tax rate is the second highest on the World. We should have created an incentive package to attract any new investors from foreign or other States within America. We should reform corporation tax to stop jobs outsourcing from big corporations to oversee. We need to take responsibility in limiting other lobby organizations to interfere our State Economy system. We should reduce troublesome and impractical regulations to open a new and wide path for private sector to grow. The high cost is an obstacle for all those corporations and small businesses to be healthy in doing business.

2. Small Businesses: We have more than 3.3 million small business operations in California. One of the problems that most small businesses has been facing very difficulties since the economy downturn, that creditors and lenders has been tight their lending, more regulations on the loans, some also freezing of credit markets to loan-seeking businesses. In addition, more residents and businesses ownerships in California have been erased their equity or and their credit line were set lower that also was an obstruction for borrowing fund process. These issues above made more difficult for our economy growth. This will create a domino effect for all, individual and business.

First, we need to make all regulations to be more flexible, better conditions from opening business license, taxes and others requirements and create more incentive packages to support small business. Second, we need create a healthier environment. Third, we must work directly with bank systems to promote and give access to small business with loan programs.

We must focus on to assist those small businesses all over the State. Small businesses are a matter of economy growth. We can lower their tax rate and provide more resources. It is more important that successful small business has access to credit in order to grow the economy and create jobs.

3. Promote Clean solar energy entire of California landmark: There is still a high cost what can we bring the cost down that every home in California can afford this reliable energy system. We also need an efficient fuel for an automobile. We need to make it available for any home. We can produce solar energy with lower costs, not only for residential but business as well. There are a lot of Residents and Businesses in California are still not to be aware well about Solar Systems. There is not enough information that would promote and give a clear explanation about how Solar system works and its benefits. We need to change it in the right direction. We also need to provide enough education, training to the labor force into this new expanded clean energy industry.

State Government must drive this clean energy policy to Residential and small business. Each city also needs to promote this policy to their own local businesses and residences as a gas station casino, public buildings as libraries, and parking spot… This promotion indirectly will also create jobs and help us to cut imported oil. This is a very clear policy, to help our nation to be independent on energy source. We need to be a first state of clean energy provider.

4. Maximize using public facilities and Save to create: making use of public facilities and services effectively and efficiently. If we can make it happens, we can save a lot of fund every years from built new buildings. We have to restructure its government. Making our Government more efficient and effective organization, to apply technology, reduce or relocate manpower resources to other area.

5. Make our State tourism industry stronger: It has been mention above about the natural sources, the beautiful weather, the diversity culture and our potentials to expand our tourism industry. We must realize this is not small industry if we know how to maximize our capacities.

This industry also can create a thousand more jobs, from accommodation services, restaurant, entertainments, retails, transportations. Our tourism department will not only focus on northern America tourists but Asia and Europe as well.

6. Jobs for young’s and student: Manufacturing jobs, summer jobs, part-time jobs are a part of our economy system. Past 20 years, when we still have these strong job markets. It not only make our economy growth and stability but it also helps our Young's from high school, gradual school to practice a part of their life path at the beginning, and know how to contribute their labor and skills to the society. We should create a new environment that can help out to make these jobs alive again. Whenever we can make a new industry, then we can have a manufacturing jobs comeback. We must be proud and relive our "Made in U.S.A". We have left it aside for many years. Our products, from a bit of gum candy, Levis 501 jean, to a can of milk and so on. The WOLRD once loves our products, manufacturing from onshore USA. One again we will become largest consumer products to exports all over our great merchandise to every corner of this planet. We need to limit import cheap but less quality products from overseas and expand our high quality products export. We also need to create and promote a new brand" Made in California"

7. Always to maintain the high productivity in the first place: Keep high productivity is always important key to remain as a growth and a strong economy. We continue need high technologies and new ideas. We must face the realities and problems that many public agencies have not much care about their operations effectively and efficiently. We must change, not from the operation systems but also from human attitudes.

8. Spending rightfully and smartly: Every free-market economies are always look at consumer spending statistic and gross domestic product to measure its economy growth or decline. They also have been controlled by inflation and deflation, import and export. Spending is not always right to help the economy growth. If there is an easy way of spending in which is not healthy for our economy, we need to save money too. We need to control and budget our spending smartly and rightfully. Both our government and consumers are facing the difficult time right now. The American living standard is the decline by days. We keep borrowed and borrowed to tolerate our irresponsible spending while we could not make enough money; we lost our income tax revenue by years. We need to learn how to" save to make" again. We should care for our next generations from now. We need to educate consumers on the impact of bad spending habits. We must encourage them to save as much as to make a healthy environment not only to the family unit but society and economy system. Study and apply State and federal funds in the right projects where can create jobs immediately and where can produce high productive, and where can save us money with a high percentage of return. Spending rightly and smartly, take it’s responsibly seriously and make a decision upon the best interest for State benefit, not for any individual or interest groups. In last many years, we have a big irresolution in our State spending system. We need to face with the real problem we have been carrying on many years and find the best solution to solve it. We could not afford to ignore.

9. Maximize FED fund sources: We are not only to promote our investment plans, opportunities, ongoing projects to rebuild California to the private sector, public sector, overseas investment funds, but also to our Federal Government grant funds. We got to know that each fiscal federal budget year will rise up thousand of billion dollars. We want to get a fair share for each State tax dollars contribute back to Federal. We need to study and well-prepare each single Federal projects that we can determine our eligible to get grant funds from Federal. We should establish an analysis system so we can allocate the federal funds from each single program and keep tracking each correctly and effectively. A system could help State Government and other State agencies are side by side to work together and to share information, to verify all available grant funds from Federal Government. A system could also help State Government monitor all other state agencies received funds from fed also can control and balance State funds run out to these Agencies.
We could lose a billion of billion in a fair share in the past decades while we need it to invest in our State economy; we need it for our budget deficit. We have to put a straight policy in place to give support and to lead the State departments and State agencies how to maximize applying the Fed resources. This we also called "Save to Make".

Thank you for taking the time to study and to promote my ideas to Our Golden State. We must make it happen in the right and determined direction for the rebuilding California.

Mr.Right!

To friends, colleges and family members:
To all, whom care about our lovely America where a great nation with most perfect Constitution than any countries in the world. Throughout a long period of history, the United State of America’s superpower, not only in the economy and military but we are a leading role on the World in many other areas like biology, science and technology… Since after World War II, we opened the heart to help rebuilding Japan. In1945 Japan GDP was only $223 billion US dollars to 4.3 trillion US dollars in 2010. Japanese economy grew steadily during the period 1950-1980. Japanese real GNP grew at an annual rate of 7.4 percent. Japan has achieved the most impressive growth record of the post WW II era. During the cold war between US and Russia, there is a new economic trend from Asia where four Asian Dragons are Hong Kong, Singapore, Taiwan and South Korea to become strong and developed economies. In 1979, America established normal trading relations with China to create an opportunity path for China to be one of the Worlds’ fasted growing-economies. China’ Gross domestic products have risen from 147 billion US dollars in 1978, at the starting of the reform period, to 5.87 trillion US dollars in 2010, surpass Japan at 5.47 trillion. The average GDP growth rate for the 1979-2010 periods revised to 10.2 percent. US and China have a huge trade deficit where China trade was at an annual growth rate of over 16 percent, from 20.6 billion US dollars to 1.51 trillion today. China's foreign exchange reserve increased from 167 million US dollars to 2.62 trillion US dollars, comparing to the World as the number one. Once again, in between 1980s to 1990s, a-four-Tiger in advanced economic development as (Brazil, Russia, India, and China) BRIC was born as a real dominated economic group for many years to come.

America has been going backward for decades, the Gross domestic Products from 1.3 trillion in 1970 to 14.6 trillion in 2010 with an average under 4 percent annually. This is an extraordinarily modest index for the largest economy in the World. We have been going from a slow pace of economy growth to loss of tax revenue, budget deficit, national debt crisis in the skyrocket, up 14.2 trillion dollars today. We have to borrowed money from Japan, China, Russia, and United Kingdom… This is also a serious concern for the national security for a long future. It is not only we lost the edge for economic negotiation, trade deficit issue, foreign relations but other sensitive issues on the international surface. At home, we have faced many domestic issues like social security benefits, inflation, devaluation of US currency, energy shortage, immigration, manufacturing industry in declined and more. All these matters related to the budget cuttings. Each State, each city is facing with a budget shortfall, job outsourcing and other social problems in which it can drive us to fail completely. The most fundamental of the society today is a living standard where its direction goes. It is not about GDP, or Jobless or Inflation rates in which these statistics are just measurements to assist the economy. These numbers are not reflecting reality. We all see the American living standard has been declining during decades. In fact, the American Dream is harder and harder to access from many diligent working American families today. It is all about the policies we have made; it is all about the irresponsibility and ill-solutions.

We are now in urgent need a well prepared leader who has well-behaved, wide-knowledge and work-smart as WWW- US Commander in Chief. The United State of America President who could handle a multi-task at once such as National Security, Complex Economy System, Education, Heath Care, Energy and more. The president must have understood not only in society and humanity, but political and economic system, as well as restore the reputation to the World and rebuild the lovely America country both in Economy and Security? I am sure we all love this country; as proud Americans will not sit idly but act. If we are not going to change in the right direction then will the US maintain its position of a World’s Superpower?

It would be called upon a new movement of leadership in Washington; Mr. Right is one of brilliant, successful, determined presidential candidate in 2012. Please join me to sign on his Face book Page, to share and to contribute any ideas, comments, and volunteering.

Thank you and God Bless America!

High Speed Rail System!

San Jose, March 11,2011

Great Idea for the State Economy!

High Speed Rail System is a brilliant idea not only for the California itself but the Nation, as well. California is one of the first States to build a High Speed Rail Road System throughout Northern to Southern, from Sacramento to San Diego. I have twice experiences while I was in China last couple years. I have been using High Speed trains from Shanghai and Beijing, so wonderful memory. I could not image it; Convenience, Comfortable, Cost less, Save time, Safer public transportation than automobiles and airplanes, on and on for the best advantage for consumers. In addition, we also make a great deal from Energy Saving, Reducing Emission, and specially creating jobs to support the entire State Economy grow again, not only to small businesses but large corporations as well in many years to come. We can begin to reduce imported oil from overseas and to be independent on the energy sources.

California is the strong State; we have enough resources to build, from manpower, technology, Capacity. California is the third largest population in the Nation. The State population has been increasing at every single hour. The economy system is the eight largest on the World. We have an extremely high demand; therefore we need a better public transportation system in California. It is an advantage that we can easily to convince the private investment sector. We have been approval of Federal Funding, and we also have more chances to acquire some additional monies from other State left out like Florida. All people know how crucial it is. The national transportation system is like a blood vessel in the body. It is not only helping us to move from one to another place as well as goods. The question we should not bother to ask do we need it or not but whether when we can build it. The day sooner we complete this massive project, the day sooner Californians all benefit from it. We need to make a firm and smart choice not only for us today but the next generations in the future. When the time pass we look back, the children and grandchildren will not only to be proud from what we overcome, but they also benefit from it. We must be vanguard soldiers to build a solid foundation for children. This is a serious public interest and, this will be a highly successful project.

Finally, I also want to express my idea to combine on CA High Speed Rail project. Each High Speed train Stations through from North to South should be applying by solar panels on the roof design. We can collect solar energy for using from each facilities. Solar collecting will be the main energy source; it can save costs from each station of the operation and maintenance. First at all, we agree that Solar is clean energy, free energy source that will also reducing emission and not adding to global warming. Second, it is safer than nuclear power plant and imported oil. Third, it also can create more jobs for the slow economy today.

We must expand California Economy, grow more tax revenue, reduce the budget deficit, prevent so many social welfare programs have been cutting, raise higher of the California State living standard, and bring the Golden State to be back its prosperous period.

Best Regards,

Kenneth Phan

Budget Deficit: What is the real problem?

April 8, 2011

Budget Deficit: What is the real problem?
For many past decades since 1900 American carry over two billion in debt to 14.29 trillion today. Each year we plan for fiscal year by spending more than we have collected. The real issues here are irresponsible spending and inappropriate tax laws. This matter is so embarrassing and unresolved-able for many years from this administration to another administration. Each fiscal year, we all have seen a struggle, fighting among two popular parties about cutting or adding spending. This question always makes me so concerned and wondered when we can solve this national real problem. Do we have enough genius, talented economists, Nobel Prize Awarders in this lovely country to help out the best solution? From the bottom of my heart, yes we can fix it, not too short or not too long neither but it is also not too late to act than to be idle. If we will not begin to move today then nobody will follow us tomorrow, we got to build a future path for succeeding generations to come. A path can help to drive the nation out of the debt crisis. We need a better American living standard; we need a better environment and society with prosperity and national security, as well. "As Thomas Jefferson said, “Never put off till tomorrow what you can do today.” We must figure out what is the real problem of our budget deficit "and" we got to find a common ground to solve it in a reasonably and rightly. I am sure we have more than two cutting or/and adding techniques to resolve this extremely difficult matter. The other problems we face today that the economy and political systems are not in a good shape in the past decades. I would say it is like a couple who have not has a healthy relationship. They keep fighting and fighting each day but, they could not be separated by some reasons. They also have never seen it and might not have a solution for it. Basically, they need help. The government and Congress want to sit down together. We need a serious plan to expand the economy,to help hard working American families back to work. We must have a new vision for support new industries. A vision must bring the optimistic and the sense of confidence to Americans. We need to restore the trust to the economy system; a trust should not only begin to draw from Main Street but Wall Street. A plan must create 10 million of new jobs and bring about 9 percent annually of gross domestic products during the next couple decades. The national jobless rate should be kept under 3 percent. The next issue we must make a fair tax rules for all, an appropriate share for both rich and poor to take a part of the contribution. Do we still need any more debates or we need a solution? We have incompatible tax laws that could be a cause and effect of our economy growing and income. To attract more private investments, we need to change in the right direction. We also need modification to obtain more funds from higher level executive than as unskilled income families. A ten to twenty million more jobs will pay our debt problem in the long term. A healthier economy will help us overcome our social obstacle issues. We could not want to spend as much for our society as we have a weaker economy system. This could help us to reduce the national debt rabidly by years. Again it is not the first time; we heard the debate on America Budget deficit. I concerned about the World reaction has risen up time by time because of the bigger and bigger US Debt and Budget deficit. It has become a problem not only for the United State but World, as well. If we do not take it serious issue, if we do not begin establish financial responsibility then we will become worst than situations. As we holdup it for years that makes the problem is harder and more expensive to solve. We will also face a series of issues in the soon future such cost of wars, jobless rate, new beneficiaries and baby boomers in entering the retiring process. Will those costs making our national debt limitation in higher?

Best Regards, Kenenth Phan

Mr.CEO:

San Jose, April 18, 2011

Dear Mr. CEO:

On April 8, 2011, your company has an announcement about the investment of 600 million to build the largest Solar Panel factory. I am so happy and enthusiastically support that conclusion in which it brings the real American dream comes true. When we all can begin reduce emission carbon, have a better living environment with greener, renewable energy, to be independent in energy and limit imported oil from foreign. This is also a key for the national security and a bright future for our next generations to come. This is an appropriate solution within the current government policy that you are one of vanguards to be leadership role in this industry. I would like to express my idea that could bring the cost of the Solar system to lowest price and competitive price in the World market. My dream is that every American home could afford to have one. At currently the cost of solar energy is still higher than conventional sources like coal, nuclear power and oil. Everyone must understand that China is now to lead in solar biggest manufacturing, surpass Europe and America, but they will face the inflation soon in the future, both at commodities and labor costs. Soon or later the products from China will increase their prices. I would consider building a solar manufacturing plant in Viet Nam is most suitable place. The main things of the solar system costs come from complex regulations, raw materials as silicon dioxide, land resource, and manufacturing process. The other would be a volume of production. Viet Nam will meet all of these demands. They have fewer regulations, and upon the recent call from Viet Nam Government to support developing solar industry. They have profuse raw material mines as silica (silicon dioxide); they have cheap land to build plant; they have decent weather; and they have cheaper manpower resources but hard working labor force. To build a photovoltaic crystalline cell plant in Viet Nam is the best option for now. We can have massive production of cells in Viet Nam Plant. We then will ship back by navigation to American shore for final panel assembly and quality control before we complete solar system. We know thin film-cell is going to take advantage in the lower cost than silicon for now, but the PV crystalline is still the one with the highest efficiency in converting sunlight into electricity. If we can take this cost down than the industry will be remarkably successful, it usually occurs when the demand is high then the price is up but in the opposite of the solar industry, when the demand is high then the costs will be reduced, and the profit will rise. We will have increasing the market share, capacity expansion and we also will increase the massive production of volume. At the same time, we can bring its cost to it level as 65 cent per watt as low as conventional electricity sources. I am sure the demand will increase rapidly in response to cheaper prices is to start showing its face. The question is who would not love to have a solar system for your home, businesses, companies that save the costs of electricity for 15-30 years long. Thank you for taking the time to considering my thought.

Especially to those Asian voters and Asian independent voters that still feel strange to our election system. The number of independent voters has been rapidly raising in California for last many years. Remembering that we have an imbalance between Republicans and democratic, more democrats have been residing in California than Republicans. We need to focus on Asians and Independents that obtain more than 20 percent of the vote in California. We all realize that any governor candidates could not win the election without independents and Asians. Moreover, we have a largest Asian population here in California. We also need strong leadership who can deliver an effective and efficient message to our lovely Asian Communities and the entire the state of California. This is a must to win-win election.

With my well educated MBA, BS and AA from CSU and San Jose State University, and a proven track record as top producer in Real Estate Investment. I am a hardworking Asian American. A proposal letter for an affordable clean solar system for every American home!

Mr. President:
This issue is a waste because we have not paid enough attention to our natural resources. We need to take it seriously. We have so many researches going on clean energies in the last decades. We have many companies and lab researches around the country, but we are not working together to bring the cost of our home solar system down to the price that every single family in America can afford. To have one system for their home electric usage is our goal. Our economy is in crisis by the rising of jobless, fiscal deficit, high debt, and energy prices rising every day. We all know that if our heavy dependence on fossil fuels threatens our national and economic security, and carbon emissions are poisoning the planet and altering the global climate. The sun is an omnipresent form of energy; I called it a God’s gift. We all realize the oil resource is decreasing each day. We know this is a big effort. But I believe under your leadership, our nation will be successful in the path of creating clean solar energy and making it to become an economic sense. We all should think and prepare for our next generations to come.

Mr. President, I have an idea in which can solve many issues at one. My dream to bring the idea to be in reality to every roof of American home. First it can create jobs immediately and quickly. This is a key to bring back a prosperous and a stable for our economy. Creating jobs for every Americans can also help to increase our government revenue and decreasing out national debt. Beside this idea will satisfy many other hard matters that our nation is facing today. That is the shortage and the high cost of energy. We have spend a billion dollar each year to import oil from other countries for our over 20 billion barrel per day in the consumption. We are the number one country using much oil each day. We also need to consider its oil usage as national security concern. We have environment problems. We are facing with national high debt each minute we spend, from federal to State governments. I don’t want to see hypermetropic of each State is going to be exhausted and fall to bankruptcy. In fact, our California State debt is up 58 billion compared to our nation debt of 13.3 trillion today.

Affordable solar system is a right choice to create jobs and to solve many more critical issues that we are facing today. We all have to ask a series of questions in which we can bring the cost of clean solar energy system down to the right price for every single home. Where the high cost comes from? Will it come from raw material, technology, labor, space to build a plant and so on like administrative, services, delivery, installation, maintenance...? A base on the several researches, the cost for each system (5.0 KW) is about twenty thousand, for an 1800 square feet house. My idea would cut the cost of this solar system down 50 percent. This could cost 10k for each system. The average of my house electricity bill is $150 a month about $1,800 a year. Should I invest $10,000 for a clean solar system that would be last 20 years? First we must find a main resource that produce solar panel. That is silicon. Second, we have to build plants where the cost of space and the cost of labor are lowest, the cost of administrative and other management expenses are affordable. Technically, we already have on hand.

In California and especially in San Jose, Silicon Valley for the time since 1971, we have many booms from biology to chemistry, from high tech to PC revolution and from semiconductor to the internet. We have been ranging of our nation in many decades. Now is the time for a comeback? I believe yes we can, Mr. President. You can lead us out of energy crisis and establish a new era of clean solar energy. You can lead us to be independent on energy and gain the national security. Transition to clean and renewable energy will make us more competitive and healthier. You will make history and history will name you. This will be a main energy resource for our next generations to come. We have a strong business philosophy and a talented skillful engineering group. They establish capital investment firms and many others worth progress. We could not un-mention about our hard working, productive labor and rich resources. This is a right choice for California to become a leading State in Clean Solar Energy because our advantage of sunlight is over 300 days a year, and minimum 5-8 hour of sunshine a day upon each season. San Jose will be on the vanguard city to apply it. Once California gets back to work and become a stronger and prosperous. It will drive others State out of energy crisis. California would be a first stepping-stone on the path to our national economic success.
In the main solar market right now, we have three main types of solar panels. Firstly, Monocrystalline Solar Panels are the most efficient as in absorbing sunlight and made from a large crystal of silicon. Secondly, Polycrystalline solar panels are the slightly less efficient then monocrystalline but it is less expensive and more popular in the solar market today. The third is Amorphous solar panels consist of a thin film made from molten silicon. In general all of three of them are made from main raw material that is silicon (sand). I do believe Polycrystalline (Photovoltaic) solar cell is the best choice for this. We have no more time to wait. We have to look forward to the bright future. This is a matter of great urgency we must to act. Why don’t we make solar power a viable alternative to fossil fuel sources, now? This type of solar panel would be far less expensive when we have a massive production. These solar systems produce electricity directly from the electrons when it catches sunlight from its surface cells. The electrical energy from solar cells can then be used directly. It can be used in a home for lights and appliances. It can be used in a business. Clean Solar energy can also store in batteries for many other using purposes.

At this time, China seems to pass us on Solar Panels manufacturing to be a global leader, following Japan and Europeans. We need to take it seriously and make this green-tech sector to benefit us because we have all resources, strengths on hand and we have a strong support from our government. Again why don’t we take this opportunity to create manufacturing jobs for hard working Americans since we already lost electronic manufacturing jobs last decade? We need to stand up and make it happen before it is outsourcing, out of our control. Let’s ask questions together, Will this create job? Is it positive choice to do? Do we have high energy demand? Do we have enough resources to make it happen?

Are we as Americans, smart and hardworking? Can we do it now?

What I mean a massive solar production, a big picture with a goal from 5 Gigawatts increasing each year, to reach over 25 Gigawatts in 2015. It could power to 5 million homes and entire of California households could be powered by clean energy by 2020. This is a very affirmative decision. It could produce from 3 to 5 million domestic jobs in ten years. We all realize that is a keystone for our economy growth. It is a time; Mr. President and your Administration will lead us and move this lovely country to the right direction in which our future generations will also be interestedness.

Finally I want to mention the cost of protection our environment and why we have to apply photovoltaic cells and clean solar energy to be a part of our society today but the key incentive is to protect our environment. If we are ready for clean solar energy from all state in which this is also a right path to establishing green environment everywhere and encourage this policy. We also can bring the cost of environment protection down. The environment advantage to producing a portion of California ‘clean energy by renewable sources, especially solar energy, are evident. We all realize the demand of energy each day is at high stage not only from American but the World. The increase in energy consumption followed by using and increasing the coal burning, adding more greenhouse gases to the atmosphere. Applying these clean solar systems as soon as, will directly reduce coal, carbon, gas, diesel emissions and will creating a green environment for all American benefits. Applying these solar panels on the roof of every American home will the best interest not only for each resident, City and State but our Nation. We must recognize that it is not only our need but global energy high demand. The rate of return on the initial investment will be astronomical compared to others as stock or bank interest…This is a potential profitable venture for the both State and Federal governments. The local city agencies and residents also become involved in. The bright future for America, Mr. President.
Yours truly,

A best choice for our State best Interest!

Clean Solar Energy and high Speed Rail Road; we have a big debate and a big difference between governor candidates and supports, among pro and con ideas to high speed Rail Road.

I am a fan of high speed Rail Road supporters, but I am also a fiscal responsibility taker and clean solar energy advocate. HP train is a fabulous idea. It can be a reality in the right time of our future. We could not deny this high speed idea. We love to bring more convenient and high technology public transportation to Californians but we also must look at our fiscal responsibility and our budget.

This high speed Rail Road project could cost us more than 45 billion. How much fund we will receive from Federal, less than 10 billion? Do we have budget deficit now? Do we have available fund to make it happen now? Do we have plans to raise fund for this project and how? Or we have to go deeper in debt that we should not afford this future dream. First we have more than one project to create jobs that is a critical issue for our Sate. Therefore we have to pick better choice, make strong and smart decision that upon the best interest for our Golden State in which for all Californians. It must not favor any individual or any interest groups. The one must be more practical and cost less to get us out of debt. The one must be created jobs immediately and makes profits as quick as in which is Clean Solar Energy more realistic than high speed Rail Road.

I would think the high speed train is putting in the right place as California but it is not a right time to do it. We need more time. We will have this Hp train with solar system that could be lowest energy consumer. I prefer a design of HP train should be combined using solar panels from top cover to windows. Each train station from North to South California should be build by solar and ready to prepare for a clean train recharged station. Before we can do it, we need a big plan and strong commitment from all level of local and State Agencies. We also need resources as funding.

We always set priority for ourselves in which to cut debt than adding it on. First of all we must make it happen for our State. We need to take fiscal responsibility seriously. We need to rebuild California in the right direction. The questions we should ask ourselves how much benefits from each projects, how many jobs we can create from it and how long can we get paid off for its project?

I would think Clean Solar Energy for Every California home is a better one for us right now. This is a best and fastest way to bring California comeback kid to work. We can save the costs from high price of oil importing. We can collect profit right after installation every minute, every sunshine day. We also can save the costs from protection our environment by creating more greens and reducing carbon emissions.

Should we choose a high speed Rail Road or a Clean Solar energy for each home?

A message to Candidates!

San Jose, August, 2010

To my friends and Candidates from California State, I would like to advice gently a few things to all of you. I hope you will study and complete it for our State best interests for our great America! This is an invaluable piece of advice for the coming election.

We all know not only our state has faced the nation entire economic downturn, from financial industry in crisis, auto business in collapse, home ownership in losing their American dream and more serious problem like healthcare and education in losing their funds to run. California itself has been among the state with highest unemployment rate, budget deficit, very expensive living costs. From energy to a parking spot, from a daily meal to movie ticket, from education to health care deductible check –up and so on.

We need a new vision from government leadership where can give back our principles so our economy can thrive again. We need a strong and clean state enterprise to put our “country first” theme, to make a serious reforms, to bring the bright future and hope for our children in many generations to come.

We all know that California State is the third largest State in the United State of America, with over 38 million populations, ranking the first in the nation. We are the eight largest economies in the world; our State GSP is about 1.9 trillion in 2009. California is a great State, inheriting a wonderful climate and weather from God, with 350 days of sunshine a year on average. The climate in California is generally warm and dry across all seasons. We are a leading State in technology and many other fields. We have a diverse population and the largest immigration movement. We are proud one of State with colorful cultures and ethics. We are also remembering that our state nick name is golden for the past, present and future, for this generation and many generations. We need to remain strong and competitive to protect and to grow our State in the right direction for our children future. Of course, it will not be enough to bring my point of views and present my problem solving concept here in one or two pages. I could write a book for it. I will try to lay out most priorities issues in the five-point- plan that will make all easy to follow to act.

The Five-Point Plan for our golden state:

Job Creating Reform: restore our Golden State to prosperity

We are in an emergency level within 12.3 percentage of unemployment. We need to stop our jobs sourcing out of the State. We need to create and make California comeback to work, to be one of technology and productivity leading on the World Economy. We should not only depend on Federal stimulus packages. We should not keep creating money by selling state bonds and treasuries and maintain an irresponsible and brainless spending. We need to be in the Vanguard State of a movement in many serious reforms from energy, immigration, education, union and ourselves, State Enterprise. Those reforms will bring significant results in creating more jobs to California. As I already mention above Union is just an old fashion barricade that makes us weak and less competition in our economy growth and expansion. We would not forget what benefits Unions have brought to our society in the past decades but we also need to make clearly Union is not politicians, and not State elected officials. We want to make sure Unions perform its roles well under controlling of State Government and regulations. State is ready to create more jobs by choosing and giving State contracts to local contractors and businesses. We have spent billions of dollars each fiscal year by giving away our money to other foreign companies by buying their supplies and products. We have lost our manufacturing jobs by outsourcing to foreign continentals for cheaper labor with less quality. All State Projects must have a fairly bid process for all local contractors, not to be favored by Union. We are in 21st century for doing businesses. We need to recognize the global pressure and competition as well as Unions. We want to share our responsibilities and stress Unions are not impact of our society today. Union must restructure itself and follow the flow of globe of human kind.

We all see the example of our leading Auto Industry in collapse last years because the weak and inefficiency management. More to mention to push hundred of thousand our hard working American in losing jobs. We must realize this is an old system of Union with high costs and lack of competitions to the global economy. If we are not strong and ready to emphasize the Union system; we are in trouble for doing and protecting our economic system.

Our State is one of largest economies in the World. We are a State, leading on a technology and energy. We need to be creative and vision. We need to be leader and motivator. We need a “welcome package”. This incentive package will include affordable corporation tax, cheap energy, comfortable license, and rewarding, for all corporations who have build plants, manufacturer present headquarters in our State for doing business.

Energy Reform: a God’s gift

By maintain our jobless rate under 5 percent and erasing all or and any poverty that occur in our State. We need all level of local governments. Union, school, agencies both private and public sectors get together for a big effort in saving and creating jobs. We have clean energy and public transportation are two majors of businesses here in California. We need to focus on for creating more jobs for our State by developing and investing in making free and clean energies for all single California households. Just make a simple calculation with over 39 million in population, and an average 10 million households. How much California has to spend over 100 million dollar each single day for energy cost? We should be a large clean energy supplier to ourselves and to other neighboring States. As I mention a “welcome package” above, we can provide for those plants, manufacturers and headquarters with a priceless energy. This is also a key to attract more business growth for our State and we have more jobs. We will have higher income tax revenue, more sale taxes, and less social benefit spending. We must recognize this is a huge energy cost for our State. We have a larger resources included scientists, innovators, inventors, investors and many technological researcher centers here in California. We must have a clean energy system which cost less for all Californians.

State Gov/Enterprise Reform: hold State Government Accountability

First, the State failed to recognize its incompetence and costly enterprise to run California. Second, the State failed to create a vision and having a weak leadership that can leads our State out of crisis. We must know this enterprise is a very complicated and a large one to restructure. Third, we failed to select right candidates for State to run this enterprise an economically and effectiveness as it should be run. There are a series of questions to ask our enterprise Government such as our taxes are now high enough, State structure is efficient and does not have the ability enough to run the big State like California? Or is it too large and too uneconomical organization for California? What about manpower resource. Technology that State has applied to the organization? These issues are not bringing a constructive enterprise government to run our State and hinder our economic prosperity. State needs to restructure this organization from manpower resources to their own legislations, from fiscal responsibility to budget and their own style of State spending. State should evaluate all manpower resources for its performance and apply more technology for a better operation. State must rethink about pension plans for the better California interests, not in short but long term. This burns billion dollar by fiscal year and we all know this is main reason to create a California budget deficit every year. We need to recommend the revaluation, regulation and correction all State Pension and non essential programs to cut State costs. We will recommend State at their effectiveness and efficiency organization from its size and performance. We will recommend State to reevaluate any agencies and organizations to be rewarded by State funds. If the State can relocate their manpower resources to the right place, at an appropriate agency. This is a big saving for our budget. It also recommends State to control the cost of living and the inflation in which distracts more people and businesses to move or relocate from the State. We should not over tax to cover for our irresponsible and unintelligent spending. We should make the right and smart choice when it comes to spending.

Immigration Reform: a Right thing to do now

We all know immigration is one of our big national issues but we are California, we must again to break a way and to be a leadership in this movement. This is a right choice to do for our great country. We have not falling back but have to face ahead with the matter and lead it to the bright future for all Californians. We have a largest population with over 2.5 million illegal immigration in California. They need to be legalized and be added in our revenue system. We need to do it by our heart and our interest by setting a time table for all to be legal Californians. This will bring a stable economy not only for our society from all social evils. The best benefits create a strong and well trained manpower resource for State. We need to remain a high productivity Economy. It also helps to increase our taxes revenue with less State budget deficit.

Education Reform: a Must for our future

One of our State biggest budget expenses is education. Absolutely we need to spend more money on our children education. But we have to spend the money efficiency and effectively. We have almost 1000 districts in California. Just image how much money do we need to this kind of overhead expenses? The money should spend on the classroom, supplies, and technologies for our children not for the heads of the district.

For our State and children bright future, we must continue to support and invest in our children good education. With a broken system it will never bring back our best education for all our young generations to come. We must to restructure and clean our education system with more policy and more competence to deliver to the best to our children. One competent education system is to help the inability of children to be good students for the future. A system that will deliver our smart children with an advance technology and tools for solid future. A system that can create a foundation for all our children with a career in research, and to develop their skills and ability for success. We have to make sure every level in State has obeyed the one system that measures all students with math, reading and writing skills. We want to make sure every tax paid dollars have is spend in the right and appropriate place for the best possible child’s benefit.

Yours truly,

Kenneth Phan
